The purpose of the function 'Regenerate Partially' is to regenerate a selection set of the individual elements of a drawing. Especially in the case of large drawings, this function helps save a lot of time, which is otherwise frequently spent waiting for the screen refresh or for the regeneration of the whole drawing, whereas 'Regenerate Partially' only regenerates individual elements of it.
